Weird XFCE icon behavior on new machine

I finally bought a modern machine and installed MX21 ahs. It's working surprisingly well.

However, I have a few oddities with XFCE panel:
1) Inappropriate icons are being displayed on the panel for running applications. Running Thunderbird comes up as a gear icon, even though the menu icon is correct. Running Thunar displays a broken icon, but the launcher and menu icons are correct. Is the panel looking for icons in some way that doesn't involve .desktop files?
2) Quite a few of my old .desktop files no longer have the icons in the menu, but they should work. These particular desktop files list a generic icon name that can be found in one or more of the icon themes. For example, PyCrust names an icon with different sizes of .svg file in the Papirus theme, and it used to work. However, the current XFCE can't find these icons unless I specify a full path, which means that changing icon themes no longer works for some things. I suspect there is some sort of fail-over or search path that is missing or not configured correctly. It seems like some of the old desktop files work and some don't.

are you using an icon theme that is also in your home folder by any chance? maybe under .themes or .local/share/themes?

have you done anything with your icon caches?

FYI: mx "test" repo is not the same thing as debian testing repo.

No. As far as I know, everything is very stock & installed by Synaptic. I did have to copy some individual icons to /usr/share/icons. Those seem to be working fine. The problem is when I use a generic name that should be found in a Icon theme directory structure.
