I installed Redshift from MXPI - works well, but I can't locate conf file
Try a web search on "linux redshift config file" and I think you will be enlightened--I've never used it myself. The Arch Wiki says
Redshift does not create that configuration file, so you may want to create it manually.
Production: 5.10, MX-23 Xfce, AMD FX-4130 Quad-Core, GeForce GT 630/PCIe/SSE2, 16 GB, SSD 120 GB, Data 1TB
Personal: Lenovo X1 Carbon with MX-23 Fluxbox and Windows 10
Other: Raspberry Pi 5 with MX-23 Xfce Raspberry Pi Respin

That datetime plugin has many negative traits, and may well be replaced as we go forward.

I might have missed it, does this Window button's properties dialog https://docs.xfce.org/xfce/xfce4-panel/4.12/tasklist still exist for Xfce4 - 4.14?

On my MX-16 install I was able to bring it up by clicking on "Window Buttons" (it didn't have a icon) of the Xfce Settings screen/dialog. I can't tell which package or app provided it.

On MX-16 I use it, in the Behaviour section I change the window grouping from "never" to "always". I would like to do the same on MX-19.

I do see that there is a 4.14 page here: https://docs.xfce.org/xfce/xfce4-panel/4.14/tasklist, but again I can't tell which package or app provides it, I don't see a "Window Buttons" item/icon on the MX-19 Xfce Settings screen.

There isn't one. The direct interface was removed I think. But I added it.to the panel options in mx-tweak

Well, I did create the Redshift conf file for MX 17 because there was none (Redshift did nothing unless you created one yourself as I remember it). I used Catfish to search for redshift.conf in MX-19 but I couldn't find it. Redshift works in MX-19, it's just that you need access to the conf file to adjust values.

I have searched for this file in Linux Mint and PCLOS too. It's there because Redshift is working, but the file must have been renamed or something.

Hey I found it, I rightclicked the sliver of space on the panel between the two window buttons. (the mx-tweak button is a lot easier way to do it!)

Another way:
The second window pops up double clicking on Windows Buttons. And yes MX Tweak much easier.

Or install geoclue 2.
