Probably a dumb question, but where can I download it from? Do I have to reinstall it on top of MX 18.3?

There is no simple migration path when the Debian base changes.

Betas are for testing and reporting faults, not for production environments. MX Linux 18.3 is based on old Debian stable, MX19 is based on the new Debian stable which have two entirely different backends. To answer your question about installing, it will have to be a fresh install, not an upgrade. Check the forum announcements for download locations and don't do anything to your production system without getting a really good back up of your data first.

I'll use an older laptop I have to try it out. It is currently running freedos, so I don't have any data I can't replace and it 64 bit (AMD)

Nothing major, at all. When I boot I don't have the F keys option (I know why, no need to get into that), I select the 2nd on the list where I can pick what I want, I have let is check md5sum, all perfect.

However..

I select to see the boot messages. I then see the boot messages, I can see it testing that md5sum, and then it hops back to the splash screen stating md5sum ok, and in order to see the rest of the boot messages I have to press key combo again. I think it is supposed to stay on the boot messages, and not hop back?

Torrents are not usually provided until Final as there is unlikely to be enough users seeding.
