change language

how to change language to all english

on the installed system

sudo update-locale LANG=en_US.utf8
on the live, just choose a new one from the language menus.

a newby question....where in the terminal...would one enter this command?
sudo update-locale LANG=en_US.utf8

is it important to enter command like this...at terminal root /
or can it be entered on a command line prompt...at any directory location?

Yes, in a user terminal with the $ prompt.
sudo temporarily changes to root.
Thinkpad T430 & Dell Latitude E7450, both with MX-21.3.1
kernal 5.10.0-26-amd64 x86_64; Xfce-4.18.0; 8 GB RAM
Intel Core i5-3380M, Graphics, Audio, Video; & SSDs.
