It enables the test CR and gets the latest version. In the 'Proposed MX-15 packages' topic, Kent points out that it will still work as intended, just that the test CR wil be enabled and disabled unneccessarily.

Update: we now have 31.5.0 in the main repository. I just uploaded the laguage packs, so they should be available soon.

We now have thunderbird-31.7.0 for MX 14 & Mepis 12 in the CR.

This one is mostly security fixes:
High - Privilege escalation through IPC channel messages
Hight - Buffer overflow parsing H.264 video with Linux Gstreamer
Critical - Buffer overflow when parsing compressed XML
Critical - Use-after-free during text processing with vertical text enabled
Critical - Buffer overflow with SVG content and CSS
Critical - Miscellaneous memory safety hazards (rv:38.0 / rv:31.7)

Known Issues:
Automatic addon compatibility update checks were not completed, so existing addon compatibilities may not be accurate.

OAuth2 authentication for GMail does not work when specified server is imap.gmail.com or smtp.gmail.com. (bug 1176773)

Unresolved:
Import from Outlook and Eudora disabled, code currently not working (bug 1175055)

thunderbird-38.3.0 is now available for download.
What's New
Saved files tab now implements Search field and Clear button.

What's Fixed
(Right-)Clicking on a newsgroup now allows directly composing a message again
Importing to the address book from CSV now works with international characters
Thunderbird no longer crashes when executing filter rules when using maildir
When using the maildir storage format, the INBOX folder is no longer deleted
Emails with long References headers are now decoded correctly
Checking for new messages correctly works after hibernation again
Chat entries are no longer sometimes lost in global database at shutdown.
