High quality rubber bands for outdoor use - recommendations?

A friend of mine has some old wood shutters on her house's windows. They look like somehow like these ones: http://bestblindandshutter.com/wp-conte ... ters02.jpg (not half as good, unfortunately).

Problem is that the hold-open mechanisms are very much worn out. So whenever it gets a little windy, the shutters unsnap. When the wind blows heavily, this makes the shutters swing back and forth and eventually crash against the wall. As the wood is pretty much rotten, this has the potential to break them (already happened).

I was thinking of helping her solve this by employing high quality rubber bands that can be used as an additional connection between the shutters and the hold-open mechanisms.

Rubber bands that would be of any use for this purpose would have to be
  1. UV resistant,
  2. high and low temperature resistant,
  3. transparent / clear, or brown,
  4. 4" (≈ 100 mm) to 4.75" (≈ 120 mm) in unstretched circumference,
  5. 0.15" (≈ 4 mm) to 0.2" (≈ 4 mm) in diameter or width (I'd prefer a circle diameter shape to a rectangular one, but she'd take anythink I can get.)
Personally, I'd prefer buying some product of predictable quality, e.g. "Made in the USA" or "Made in Europe".

Now I did a little research, and I found out that while there is a number of manufacturers of high-quality rubber band who offer a great variety of materials and dimensions, all of which I have found have extremely high minimum purchasing requirements. Take a look at, for example, Lee Rubber Products from Charlotte, NC: http://www.lee-rubber.com/uv.htm. They offer exactly what would be needed, but according to their website, their "minimum purchase requirement is 25 pounds".

My friend could use one or two dozens, or buy maybe even 50 rubber bands in case this can't be avoided, but 25 pounds?

I guess the problem is that manufacturers produce these high-quality bands on request only, and adjusting their machines etc. would be too expensive for small quantities.

So my question is: Would anyone know where I could buy rubber bands as needed, without (figuratively speaking) having to order half a truckload?

Any hint will be greatly appreciated :number1:.
