Which instruction from the help files did you try? Maybe it needs updating?

Locate the app in the Whisker menu, right-click on it and choose "add to panel."

To add a shortcut of any app that you have in the menu to your desktop:
- click the menu
-navigate the menu until you see the app you want to add to your desktop.
-Left click it and hold the mouse button down, "dragging" it to your (empty- without any open window) desktop.
-Release the mouse button and the shortcut should appear on your desktop.
-Optional: You can right click and edit it (name, icon, etc)

To add a shortcut of any app to your taskbar, if what Jay told you does not work for some reason, you have to do some more steps:
- right click an empty space on your task bar,
- left click on "panel",
- left click on "panel preferences"
-left click on the "itens" tab
- click the "plus" sign. This adds a new gear icon to the itens list. Drag it to the place where you want in in the itens list
-double left click the new gear icon you just created
-click the first plus icon
-select the app you want from the list and click "add"

Note:
you can right click any launcher on your task bar, choose "move" and move it around to where you want it, anytime (the same applies to remove launchers from your task bar).

I'm running antix 19 beta. Left click does nothing. Right click has no panel option.

Open rox-filer, navigate to /user/share/applications and drag the app.desktop to the desktop.

Thank you!

Will I be able to apt-get upgrade to the final version 19?

Not advised since there are bound to be changes that will not be seen via dist-upgrade eg changes to user config files (since we do not touch the user directory when upgardig via apt).

The bases of 18 and 19 are vastly different, so no I wouldn't try to.
