If it's one that is available from the Package Installer, select it in the PI, then click the uninstall button.

Obviously make certain it's the one you want to remove!

There is no real reason to remove it however; they don't take up much space, and will cause no harm.

You can also remove with synaptic.

But the behavior you report is not what I experience.
Once I go into the grub advanced tab and select the kernel I want to boot, it remembers the one I picked, and boots that one by default on the next boot.

A guru may weigh in here, but is this the expected behavior ?
Asus PRIME X470-PRO
AMD Ryzen 3600X (12 threads @ 3.8 GHz)
32 Gig DDR4 3600 (Crucial CL 16)
Nvidia GeForce GT 710
Samsung 970 NVMe nvme0n1 P1-3=MX-23, P4=testing
Samsung 980 NVMe =1TB Data, plus 2TB WD =backups
on-board ethernet & sound

This is a problem,
I started MX without KernelSeletion
and it is always 4.19 active and not 4.14

With 4.19 is my Laptop frozen

MX Tools>Boot Options would allow you to select which kernel was the default to boot to.

There is an entry in the User Manual to give you a basic description, together with a link to more detailed information.

Boot with the kernel you want to keep
Start Synaptic.
Choose "Status" "Installed".
In the Quick Search box, enter the kernel ABI version: 4.19.0-1 (get with "uname -a" for other kernels)
Uninstall the headers, image, and other components of the 4.19.0-1 kernel.

And finally go to /boot/grub/ and remove all remains from old kernel by hand. As I did.... because Synaptic did not removed all parts of old kernel .

P.S.
In a fresh iso ( latest iso of MX Linux that one download from website ), what is the default kernel ? 4.19 ?

According to Distrowatch, yes.
