It appears that the Shotcut package build process doesn't build and install any of the translation files, so I'll try and fix that.
My Shotcut installed from MX Test Repo (in MX Package Installer in version column there is 19.01.27-0.1~mx17+1)
Help > About Shotcut shows this:

Well, that's another mistake in their source. I'll see if I can fix that as well as add a comment to the menu entry.

We have a quite recent Mesa 18.2.6 as standard, but we do have an even newer one in the test repo. You can use MX Package Installer to update Mesa packages from the test repo, but make sure to uncheck the option to hide library and dev packages.

The very next release after shotcut-19.01.27 is 19.02 BETA and this is in the changes notes:
Upgraded Qt to version 5.9.7
Since Qt stops at 5.7 for stretch, that's the end of building any new releases of shotcut for MX-17/18.
