As you can see, it shows as an upgrade but from console output says no.

Verified. the MX Test tab in MXPI shows 4.12.1-1 available as upgrades but when you try to install them it tries to reinstall 4.11-1 and fails because it's already installed.

The upgrade to 4.12.1 worked fine for me just now, using MXPI and installing from the test repo. Maybe it hasn't completely made it to your mirror yet. I'm using the la.mx Los Angeles mirror.

That must be it. I changed to your LA repo and now it's offering to let me install the upgraded version. (I said no then switched back to my original mirror.)

Edit: yes, when I tried again a few hours later I was able to update from my pregi.net mirror in Quezon City. It might work for towwire now too. Apparently the package list got to the mirror before the actual packages did.

I guess I could have waited to announce it but there seemed to be some genuine interest in this release and I am a lousy waiter, so there you go.
