No, it comes from your own ISP and it's telling you that here are too many hops between you and the destination site. You also said that after you are disconnected, it takes about an hour before you can reconnect. That tells me that 1 hour is the frequency that the DNS servers at your ISP are load balanced. I suggest that you access your modem / router and see if you can change its DNS settings to those of GoogleThat Disconnection screen is probably provided by the hosting service for forum, isn't it?
