If the motherboard supports dual channel mode (most do) then having both RAM modules identical is needed to support this. Dual channel mode will give a very small improvement in RAM read speeds. The two sticks do not need to be from the same maker, but should have identical specifications in respect...

Going from mx-21 to MX-23 can be problematic. Based on Facebook group members experiences, it only works about 50% of the time. I would absolutely not consider trying it from MX-19. It's likely a fresh install would actually be faster, given the time it might take to fix breakages.

Perhaps it needs systemd? Try booting with that.

From the Wiki:

When the GRUB screen is displayed at the very beginning of the boot process, click on Advanced options… and select to use systemd. Use MX Boot Options to make this the default.

Welcome to the forum.

As a first step, have a look in the BIOS/UEFI to see if there are any fan threshold settings. If it's set to 'quiet' by default, try another setting.
