If instead of going into folder properties, you Right Click and choose Share a folder on your network you will be able to setup the Share.

If you haven't disabled it, the .deb files for installed applications are cached in /var/cache/apt/archives/ I have 45 versions of Firefox there in my MX-15 install (yes, it's probably past time to clean some of that 10GB out). The needrestart package which is throwing the error has been updated in backports. I would try using MXPI to install it from backports to see if it corrects the issue.
