Not familiar enough with rsyslog rotate to comment on WHY this might be like this.. however, on my machines the only way I can run rsyslog is with sudo. (or a cron set to to this.)

I don't know specifically how VM performance will be affected, but the jump from an i3 to an i5 is significant. Going from an i5 to an i7 makes much less difference IMO.
Be aware that drivers are not available for all Canon printers. Use the Print Settings dialogue with the printer connected via USB to see if it's detected, and a driver found.
