That is a vital piece of information. Budgie is not the default DE for MX, XFCE is. I have no experience with Budgie so someone else will have to jump in.

I do not get a wallpaper change with Compiz.
To set a wallpaper right click on the desktop and choose desktop settings. Navigate to the folder where the wallpaper is if not in the default location and pick your wallpaper.

I use Private Internet Access. I am using there legacy version. Their latest version only runs under systemd. Since I do not use systemd I do not use that version. I reached out to their customer service and they basically indicated they have no specific plans to support sysvinit. They did have some...
