Probably.

Use mx-codecs. It will install the dvd decryption library.

from your inxi output, it looks like you are booting UEFI, but your parititon screenshot does not indicate a ESP partition.

So it may be worth checking your system settings to see if legacy boot mode is enabled.

what I generally do is keep drilling down until I find the offending package. In this case apt-install python3-psutil and note what depends won't be installed (pretty sure a depend since the python3-psutil in the repo meets the version requirement). and so on and so forth.
