LMDE was the base for Mate. With the backports it is really good.

You can, by using stretch backports, install a mate desktop and remove cinnamon on LMDE3. This is why it is so hard for me to choose between MX and LMDE 3 :(

You have to modify the /etc/X11/xorg.conf.d/syanptic.conf file to enable the feature (basically youset up reverse scolling with a -negative number IIRC) because chromium (and a few others) doesn't respect the Xfce mouse se...
