wesnoth-1.14.5 ended up with a corrupt deb after zipping it up and getting it to my google drive and then into the repo. I'm currently rebuilding a +2. I installed and ran it before sending it up so all I can figure is it got buggard up during the ark process.

Working on Julia which is requiring a number of backports. utf8procs failed on our texlive, and julia requires a piece of texlive not in stretch, so I'm working on the tex suite at the moment.

Maybe you could disable the PDF doc build that requires texlive, and just get it from the Buster doc package and install it from /debian? It's kind of a sloppy workaround, but avoids the texlive backport.

+ Add latex related Build-Depends-Indep packages for building PDF doc.
+ Override dh_auto_build-indep to build both HTML and PDF document.
+ Install the generated PDF doc doc/_build/pdf/en/TheJuliaLanguage.pdf
