Double click action in window title bar not working?

The "double click action" in the Window Manager settings is doing nothing for me, no matter what I have selected in there:

Is it just me or is there a bug preventing this from working?

Settings > Window Manager > Double click action > Maximize Window or Fill Window or Nothing. Works for me.

Weird, it must be just mine then. Not that this is something that matters, it's more of a curiosity. I use the double click to maximize and there is a button for that, so it's really no biggie.

I checked the Settings Editor and it also looks normal in there, so I really have no idea why it is not working for me:
