Let's back up: when you create a new user, are conkies copied to that /home? I thought you said they were.

Correct, conkies are copied to a new user's /home.

If the files are being copied for any new user you create, then the problem was localized to your home, usually through some action of yours that you might not even remember.

I accepted all the defaults when I created my user at install time. I don't remember seeing any options that could have created the issue that I experienced.

At this point it really doesn't matter. We know that the problem is a one-off (Brit word) and not something systemic.

I would suggest you just move yourself to a clean /home, transferring over any files you need, then delete the bad one and go have a drink.
