IMO it is probably better to 'force' user to select (and thus remove) locale(s) during the installation stage.

If you install locales-all (about a 3.6 MB download, expands to 130 MB disk space), you have all the locales precompiled, and no longer have to sit through those long rebuilds during updates. It just costs a bit of disk space.
This package contains the precompiled locale data for all supported locales.
A better alternative is to install the locales package and only select
desired locales, but it can be useful on a low-memory machine because some
locale files take a lot of memory to be compiled.
