IMO it is probably better to 'force' user to select (and thus remove) locale(s) during the installation stage.

Indeed that might be easier (from user perspective) ... and he can or would need later add system-locales if he changed his mind or other locales are also desired.

If you install locales-all (about a 3.6 MB download, expands to 130 MB disk space), you have all the locales precompiled, and no longer have to sit through those long rebuilds during updates. It just costs a bit of disk space.
This package contains the precompiled locale data for all supported locales.
A better alternative is to install the locales package and only select
desired locales, but it can be useful on a low-memory machine because some
locale files take a lot of memory to be compiled.
