I would assume kodi can be ruled out due to the fact the panel vanished when only chromium alone was installed (from MX package installer).

So, switched the linuxfs. etc. from the 'iso original release' instead of 'monthly' and ALL seems OK.

same stick same lappy same - change panel too horizontal, start MX package installer and add kodi and chromium, working as should.

Issue showed in Monthly snapshot 32bit (not 64bit) I'm installing now the 32 upgrades one by one to see which one causes the problem.

Whenever I upgrade curl (which also updates libcurl3) it creates this problem for 32 bit MX-17.x, I will ask packagers to take a look and repackage it.

OK, it's not curl exactly, curl installation triggers a libc-bin reconfig and I think that creates the problem, at least on April Snapshot 32bit.

Can anybody who reported the problem post info if they use 32bit and if they installed from a snapshot or from 17.1 ISO?

OP was probably an unrelated video driver issue and the second reporter was 386 and had the issue when using the April iso and resolved it by using the 17.1 original release instead.

edit- and on April snapshot, fully update, I just did this:

$ dpkg-reconfigure libc-bin
/usr/sbin/dpkg-reconfigure must be run as root
rich@mx:~/Desktop
$ sudo dpkg-reconfigure libc-bin
rich@mx:~/Desktop
$ sudo ldconfig
rich@mx:~/Desktop
$ xfce4-panel
And the panel is running

So,
March original iso + distupgrade is fine,
April + dist-upgrade + dpkg-reconfigure libc-bin + ldconfig is fine
May + dist-upgrade (not that there's much there) + ldconfig is fine

Trying again with April I see the problem doesn't show up if the system is actually installed. The sequence of commands above did not resolve, it was that I had installed to disk I think.
