Questions:

--Do translators have to pay to be able to contribute?
--Can we group the languages into First and Second Priority or something similar?

The downside I see is that if a given language is classified as "second priority," its potential translators might be indirectly discouraged.

I've worked with Google Translate and the desktop file for mx-user, so far have added this:
Name=MX User Assistant
Name[ar]=MX مساعد العضو
Name[ca]=MX Assistent usuari
Name[cs]=MX Assistant uživatele
Name[de]=MX Benutzer-Assistent
Name[el]=MX Βοηθός χρήστη
Name[es]=MX Asistente usuario
Name[fi]=MX Käyttäjä Assistant
Name[fr]=MX Adjoint de l'utilisateur
Name[hu]=MX felhasználói Assistant
Name[it]=MX Assistant User
Name[nl]=MX Gebruiker Assistant
Name[pl]=MX Asystent użytkownika
Name[pt]=MX Assistant Usuário
Name[ru]=MX помощник Пользователь
Name[uk]=MX помічник Користувач
Name[zh]=MX用戶助手
It seems to do a good job.

There are foreign words there, but I doubt many of them would make sense. In German, for instance, I suspect the standard word in this context would be Gehilfe or Helfer. French adjoint is an administrative post and certainly not correct for such a context, and aide or assistante may be the correct term.

Native speakers translate contextual meaning rather than actual words, whereas Google just looks for a word which has been translated into English with the target term.

Yes, especially when you don't know the language.
Translating the Name[ar]=MX مساعد العضو back to English gives "Associate Member".

The google translation into Dutch leaves some to be desired. Is this assistent meant to add and remove users and such, then the translation would be more "Gebruikersbeheer" than "Gebruikersassistent" (and yes, the Dutch pull their words together) ;-)
