My ISP used to have a policy of reducing your speeds if you exceeded certain arbitrary limits in a 24hr period. They also used to prioritise traffic based on type, with torrents slowed the most. As their speeds have increased for free to 150Mb/s (down), that was ineffective, so they don't seem to bother now.
