I'll see if I can think of a way to automatically fix things, but for anyone with this problem running this command will get libfontconfig back where it belongs.

sudo apt-get install fontconfig=2.11.0-6.7+b1 libfontconfig1=2.11.0-6.7+b1 fontconfig-config=2.11.0-6.7

confirming that rolling back the libfontconfig per tim's command allows the adobe reader install to go through.

Try downgrading to the Debian Stretch version with

sudo apt install libfontconfig1=2.11.0-6.7+b1

I can confirm that today's updates which included libfontconfig1 have solved the dependency error that was happening when installing Wine and Adobe Reader.
