Can I specify where notifications appear?

I have a notification item on a verticle MX Panel-right side of screen. All notifications for the various things that occur at boot appear in that area except for the first one for PIA which appears on the left top of the screen. This isn't really a problem, but I'm curious if this is normal, and even if it is, can I adjust where they appear?.

I've seen that happening before, I think it's a bug in the program if the program doesn't display the icon of the app that pushes that info balloon the balloon appears in a the top corner of the screen. Depending on the program though it might have a "Settings" or a config file that might allow some changes.

Thanks for reply. I see that the PIA icon is yellow when the baloon appears on the left, and when it connects the icon turns green, and ballon changes to the right side. It's not really a bad thing. If I see the baloon on the left I'll know it's not connected.
