From MX-16 To MX-17

I am currently using MX-16 on a PC desktop.

If I read this article correctly: https://mxlinux.org/migration, there's no way to upgrade from MX-16 to MX-17 using the
apt dist-upgrade
command. One must do a fresh install of MX-17 from a DVD. Am I correct?

Yes the answer should be you can't upgrade because MX-16 is based on Debian Jessie and MX -17 is based on Debian Stretch and the team has updated the kernel of MX-16 to MX-17 so you should reinstall MX-17

MX 17 uses Debian Stretch repositories not Jessie.
