If I create a Live-USB memory stick, and then operate the computer using it as the OS, and if I add a printer, scanner, etc. using the USB, will all of the software and settings transfer to the HDD on the computer when I use the Live-USB to install MX Linux onto the computer?

Yes.
You will need to use persistence or live-remaster to save your changes on the live system across reboots but however you've modified the system, that is what gets installed. People will often make their own customized live-usb and then use it to install the system they created on multiple machines.
