MX live USB maker is asking for an ISO file. Should I point it to the one I have downloaded?

Now it doesn't bring up that error, there is just a non blinking cursor on the top left.

I got a similar response when using MX's Live USB maker but not when using Rufus in Windows. If you have access to a Windows machine, you might give Rufus a try.

I would probably now use the remaining alternative method.
You tried those already:
- ISO-mode ( akak dd-dump mode : Etcher, dd-command or MXLive USB dd-mode)
- MX Live USB full-featured
Now try this last alternatve install method on the USB stick.
- FAT32 mode (Rufus, UNetbootin ..)
You can install Unetbootin on the other running MX Linux.
For Unetboottin you need to format the usb stick first with Gparted,
(Create new partion table and create one FAT partition.
Or use Rufus on Windows.

Ok, will try rufus. What is strange is that on boot it lists the USB name and partition 2.

Yes, full featured mode and ISO do have two internal partitions.
In full featured mode the 2nd partion is a ESP fat formated needed be UEFI firmaware to boot from.

within that USB stick copy from
/EFI/BOOT/grubx64.efi
to
/EFI/BOOT/fallback.efi
If that's not working either.
I assume we might need disable graphic mode with grub itself.
BTW: have you disabled EFI secure mode?
