My friend's Samsung 5Se tablet's rescue data, what does this mean

My friend would like to know. She sent the following pic to me.

The phone is going to be sent back and refunded, this is the second one in the series that bonked out after a second user account was added, so money back and they are looking for something else now :)

But yeah.. just wondering. What I can see is services are being started before the system is ready for them TO start, something like that.

Can someone explain in simpleton what this says so I can tell her?

Looks like the phone was trying (and failing) to reach an activation server in the service provider network (at Orange or Vodafone, et al).
