I was poking around that arc-kde github, and the reason that the Papirus devs packaged Kvantum is that they are using it to apply Arc themes to KDE. Their themes will also work with our Qt 4 Kvantum, no issues, though I'm sure that where the Arc and Arc Dark themes bundled with Kvantum came from originally.

I wonder how hard it would be to edit a theme's svg file to customize the colors or other elements.

Plasma default theme and colors are a bit lacking. I changed the Desktop Theme to Air. It feels a bit more familiar to me less flat and easier to see.

They are different. I have Papirus's Arc-kde and Kvantum packages installed in my Neon install, and I think what they did was make Horst's original Arc theme to be compatible with and show up in Kvantum Manager. But on its own KM (my version in Neon didn't come from Papirus Dev Team but was what I'd compiled) already came with their Arc lookalike, called KvArc and KvArcDark. They are similar but I think less flat in all their elements than real Arc. Real Arc and KvArc themes all show up in KM.

I have no idea about svg files. I'm terrible with drawing and using graphics programs to create/edit stuff. I still don't understand this "layers" thing in GIMP.

I tried downloading their Arc-kde theme's .deb file from their PPA (not their Kvantum because I already have that), gdebi tells me a dependency is not fulfilled as plasma-workspace must be >=4:5.5.0

How did you install their Arc theme?
