if i want to install ot from ubuntu ppa, i need this package: libx264-142

FWIW, 21.1.2 is in the test repo.

Yup...classic XY problem. MX is not supposed to work with PPAs. You may find some that do work with MX, but that's going to be a matter of luck.
21.1.2 was the current release as of a couple days ago. I don't think we can do any better than that!

You might ask "apt" to see what is installed.
Here what "apt" tells me that I can get latest version from test repo through MXPI:

preterive, you just asked for gimp 2.10 in a new thread when we have had 2.10.2 in the test repo for a week or so--basically the same failure to look in the test repo as for obs-studio in this thread. Please take the advice to check there first, and check the manual if you are confused.
