On T430 as in Sig & Quick Info,
Installed kernel 4.19.0-5-amd64 via MXPI:

Virtualbox boots Win7 after reboot.

[These temps normal for this laptop.]
Snapshot temps about same as Liquorix-5.0.0-8.1
Avg. 86°C with Max peaks to 90°C, 4 proc ,
35 to 40 min to complete.

15 min. Idle Temps:. CORRECTED
MX-4.19.0-5:......... 50′C 44′C. Fan 3792 rpm
....after properly config intel_pstate for 4.19.0-5
Liquorix-5.0.0-8.1: 58′C 53′C. Fan 3978 rpm

Upgraded using Synaptic in an up-to-date and well used VirtualBox 64 bit virtual machine. Now:

I received the same messages as @Richard but the upgrade went well. My niggling VirtualBox even worked with this kernel (which is the first kernel beyond 4.19.0-1 that worked. :)

Well, as you can see below this kernel works on a fully installed MX 18.2. A few questions if you don't mind, like, when is this MX 18.3 coming out and is it going to have the new version of Xfce?

No, that's not the purpose of 18.3, it's mostly a ISO refresh, with a fixed and improved installer, and a updated kernel.

What I saw from @Dolphin_Oracle in a thread here was an estimate for MX with Buster sometime in late summer-early fall (Northern Hemisphere). That's half of your question... :popcorn:
