It's in Stretch: https://packages.debian.org/stretch/numix-icon-theme

That installs without problem on MX-16 and then is available All settings > Appearance, Icons tab

Found this out with a Google search: "Debian jessie numix icons"
Production: 4.15.0-1-amd64, MX-17.1, AMD FX-4130 Quad-Core, GeForce GT 630/PCIe/SSE2, 8 GB, Kingston SSD 120 GB and WesternDigital 1TB
Testing: AAO 722: 4.15.0-1-386. MX-17.1, AMD C-60 APU, 4 GB

Generally, icons can be manually installed by putting their folder in the appropriate directory, but we can add them to the repo if you request. I can find several different variants of the theme in a PPA for porting over: http://ppa.launchpad.net/numix/ppa/ubuntu/pool/main/n/

The Numix icon theme is designed to look fresh, swishy and modern

Swishy?
