No speed limits set, but no other setting changes.
What distro do you use on you Pi? Do you use a specific port? I just did a fresh install of MX-16 Beta1 on my T61 and started seeding Beta1 with Transmission, but when I "Test Port" under Preferences/Network is says that the port is closed and I haven't seeded anything in the last hour and then they stall. I've never messed with opening ports or whatnot before. I havent' enabled the firewall and am not using a VPN. What version of Transmission are you using? On my main laptop I am using Qbittorent and it has been a bit better, but not much. According to Linuxtracker I have only seeded 1.33GB for 64bit and 1.20GB for 32bit which is peanuts compared to yours. Maybe it has to do with you living in a more populated area than me? Not a torrent expert so not sure if that would matter.
I use the bog-standard Raspian, now at V1_9_3, with nothing changed. I don't alter any settings in Transmission, which is version 2.84. I make sure the two boxes in the 'Speed limits' section are un-ticked. i don't change any port settings.

I administer the Pi via a GUI based system called 'NoMachine'. It works well, but is very slow because of the limitations of the Pi.

On the odd occasion when I run a torrent on my 'daily driver', I see similar speeds to what the Pi does.

32-bit is now on 31GB, 64-bit on 49GB.(Some way from antiX 16 Full 32-bit, which is on 210GB.)

My ISP used to traffic-shape torrent and Usenet traffic; it slowed to a crawl at peak times. They removed those restrictions some time ago, and it was really noticeable how quick these two types of traffic now are.

Perhaps your ISP similarly applies limits?

Test machines:
32-bit non-PAE - Thinkpad T41, 1.6GHz Pentium M, 1GB RAM.
32-bit PAE - DELL Latitude D610, 1.73GHz Pentium M, 2GB RAM.
64-bit - Lenovo T61, 2GHz Core 2 Duo, 2GB RAM
64-bit - Gigabyte Z77P-D3, Intel i3-3220, GeForce 8400 GS, 4GB PC3-12800.

Seeding both 32 and 64. Although 32 bit does not show in Linux Tracker.

Was seeding from my seedbox but when it reaches a ratio of 5.0 rutorrent shuts down, so I have to delete the file and redownload. Which I will do. 'Cause I believe in the MX project.

I wouldn't read to much into it because currently there around 20 or so seeders and Linuxtracker only lists 10 when I look to see who is seeding.
