I use the bog-standard Raspian, now at V1_9_3, with nothing changed. I don't alter any settings in Transmission, which is version 2.84. I administer the Pi via a GUI based system called 'NoMachine'. It works well, but is very slow because of the limitations of the Pi.
On the odd occasion when I run a torrent on my 'daily driver', I see similar speeds to what the Pi does.
32-bit is now on 31GB, 64-bit on 49GB.(Some way from antiX 16 Full 32-bit, which is on 210GB.)
My ISP used to traffic-shape torrent and Usenet traffic; it slowed to a crawl at peak times. They removed those restrictions some time ago, and it was really noticeable how quick these two types of traffic now are.
Perhaps your ISP similarly applies limits?
