.
ZDNet can be a rather sketchy news source

overheard at the watercooler... google_backtracks_on_chrome_modifications_that
Looks like all they're doing to me is fixing the absolutely unacceptable limitations of the new DeclarativeNetRequest API. Still looks like they're going to remove the blocking usage of WebRequest.
the article didn't really fully capture the dev's bulletin
Google would like for their statement to be interpreted as them backtracking, but that's far from it. ultimately ad blockers are going to be crippled, as their comment-locked statement says not much other than "we hear your *****ing and moaning from miles away but tough ****, after the new functions are released the old ones are going away."
the article is a bit over-optimistic — Google has currently backtracked only on the most absurd and egregious of the limitations, though they do say that they're open to discussion on the rest.
edited to add:
v---- I reckon the bottom post here (by a Chrome Developer) is the "comment-locked statement" the reddit commentator mentioned.

I stopped using them after they started being fined in various worldwide courts for misusing their powers, several years ago.

They'll do whatever it is they're wanting to do, one way or another.
