Sounds like the same entropy issue that hit Debian Sid months ago with 4.15 kernel, and was fixed months ago.

You would think Ubuntu would be aware of it and not used that kernel then :(
It is bad being an Ubuntu LTS. It is worse for Mint as they just released Mint 19 in time to get hit with it during fresh installs :( Worse yet, they changed their default update policy--which would have prevented this--to update everything :(

We have haveged installed on MX by default, so it won't affect MX unless you decide to tidy up your system and remove it.

It also doesn't affect newer systems with real hardware random number generators (which generate randomness through quantum effects, I believe).
