The capability of the CARD has no bearing on the capability of the MOTHERBOARD and/or CPU.

If the mobo architecture is slow or the cpu is obsolete, the fact that a hypothetical usb3 to pcmcia adapter can be plugged in doesn’t mean you're going to get usb3 speeds out of it! As Robert A Heinlein pointed out many years ago "TANSTAAFL". Feel free to look it up.
