What size is the screen on his laptop and what's its resolution? Also, what's the cause of his vision impairment? Cataracts? If so he should get them removed. It's an outpatient surgery: in the hospital at 0-dark-hundred hours AM and home by lunchtime. If he's already had cataract surgery and they've come back, that's even easier to fix: a YAG laser treatment that can be done quickly and painlessly in his opthamologist's office.
He has had some 3-4 eye surgeries... he gets eye (ball) injections every 4 weeks or so. He has glaucoma, cataracts , macular degeneration all have been and are being treated. He's the guy who gets a sharp stick in the eye, every month (today's his day actually). He has had 60 holes (over time) and a couple of shunts, placed in each eye to relieve the pressure. He still sees 20/40 in one eye and 20/300 in the second. All in all, aside from the pain and trauma, he's actually doing very well.

An Alexa device might be very helpful to him with all those vision issues. I'm getting my mom a second one for her bedroom. Alexa can be used for making calls, it has a drop in feature where it acts like a two-way intercom. It can read books, get the weather, read news. I know people are understandably concerned about privacy issues with those devices, but I read this recently:

Do they make over-size keyboards?
That might be an idea.

Also sometimes and old fashioned magnifying glass can be handy
