Isn't that still a development version? We have the latest 0.26.4 version that's in upstream Debian in our test repo (added recently).

I also believe the PPA 0.28.0 builds package up the different Shotwell debs in a different way than Debian, and may end up creating a mess if we port it over and try to integrate it with Debian.

Hmmm...Ubuntu Bionic has 0.28.0 packages. Let me see if they packaged it to match Debian.

It seems compatible, so I'll send it up to the MX 17 test repo. I just had to disable the Unity stuff in the build.
