Thank you all for helping me sort out my apt situation. It is working now.

lucky9, I followed your advice in Post # 355033 a couple of times. The setting is still set, but it doesn't restore my previous iceweasel instance. Do you have to be root for that way to work?

That's all I've ever had to do. I've never had to be root for any Preference in Firefox/Iceweasel. However you may have to close and reopen the browser (though I've never had to do that). That setting will/should stay that way until you change it.
Occasionally I logout or restart without closing 3 or 4 Firefox windows open. When I get back to a Desktop Firefox apologizes that it had a problem and do I want to restore what was open. All I have to do is tell it yes. Restore. And it does. When I've used it, Iceweasel works exactly the same.

It might be worth a try to start Iceweasel from a Terminal as root to see if that resets that Preference. Though to my mind that should only effect it when you're root.

Yes, that worked! My iceweasel last-session user settings are now restoreable when I log in as user now, which is all of the time I don't need root priv.'s. . Go figure.
