that might explain it, Wine is up to v4.8 now and has had significant improvements since then. I would definitely try Wine-Staging 4.8 which I believe is in the MX Test Repo.

In the past I have used xawtv to view cctv cams so it might be worth checking it out as well. I have no idea where development has gone with it but I see its in the repositories when viewed with synaptic package manager.

@wolf1234 - don't know if this will help about "screen tearing"
but Stevo's tip did it for me:
