Not sure why that is, but I do know, anything that is posted in to Development, Art, can not be viewed be regular users, so no feedback from regular members. So this thread showcasing the wallpapers is in an open section of the forum yet not together with the rest of the art stuff in the open section. That's why I'm confused.
It's only Development >> Development Team >> Art, which is not open. That is where discussions and decisions that relate to the artwork for the official releases are discussed at appropriate times.

User Contributed Wallpaper and User Contributed Icons were recently added in Development General so that all users could see contributions, and is where art contributions should be posted. There is no need to post twice. I related this in a post earlier.
@antechdesigns, As you may recall I stated the above to you in a PM.
As Asqwerth stated the Development>Art forum is for discussions on what art will be used in releases.

I was told to post some art to Development >> Development Team >> Art which is not visible to regular users, So I do have to post twice if I want to receive feedback from regular users.

Told by whom? I may have said that originally, but revised that with the PM to you. When the development phase starts we would link to the open forum or the Community web site to your contributions to discuss them. Absolutely no need to double post.
