MEPIS 11 used KDE 4.3.4, so I don't think KDE 4.14.2 would be much heavier, if at all. 64-bit applications seem to use between 10-20% more RAM, though.

I think the KDE settings I have in the 64-bit KDE respin's /etc/skel folder are architecture-independent, and could be transplanted into an I386 user's home directory. Then you'd just need to duplicate the list of installed packages from the respin via the dpkg-select list (or whatever that listmaker command is), to create a 32-bit clone of the 64-bit respin.
