Why not use the bootrepair app already included with MX?
Give reasons why you (MX users) would want build boot-repair over the existing app.

that want to try Linux and install grub to load Windows and Linux.For some reason they decide to go back to Windows.Boot Repair can easy help them to replace Windows MBR. Personally i never used MxBoot Repair also Boot-Repair , because I am able to repair boot in another way.

No, Sparky is based on Stretch or maybe Debian Buster by now. I'll take a look at the application.

Will MX Boot Repair from live do what penguin wants? (Restore Windows boot when linux partitions have all been removed.)

No. although a windows boot media can.

Although I think technically you can do this with testdisk. Its been a long time and I don't remember the particulars.

Penguin seems to have lost interest, but I hope you can find time to look at this.
MX already has the finest set of tools in the business, and this would put the icing on the cake.
