I do not have GPSD installed and this is what I received, Opencpn still no go.

Can you try a different dongle?
I find the "U-blox7 GPS/GLONASS" works well with openCPN, and it was not expensive.
Example on ebay:-

Since I seem to be able to do all I want in MX15, can you tell me what is the downside to staying with MX15 instead of going on to MX16?

For where I will be using it, that type will not work. I need a USB to 2 serial ports, one the the GPS and the second for AIS. This one I have has always worked till now, openCPN shows that it is receiving from the GPS, but not moving the position on screen. Here us a screen shot with the output on my desktop, hard to read because of the dark screen.

I wonder if the stock kernels used in MX-15 (linux-image-4.2.0-0.bpo.1-amd64) and MX-16 (linux-image-4.7.0-7.1-liquorix-amd64) might be what's causing it to work in MX-15 and not in MX-16, I think the dmesg output looked a little different.

You can install the 4.2 kernel on a MX-16 install and see if it works with, or you can install the 4.7 kernel on a MX-15 install and see if it stops working.

Sorry, Kent, I should have made my post clearer.
Both my quoted dmesg's were generated on the same (32-bit) MX16 installation, just with different dongles plugged in.
The kernel is reported as 3.16.0-4-686-(i686) and my MX15 installation (which seems to behave better) reports the same kernel.

I suppose I must have done something to my MX16 which has interfered with gpsd, but I have no idea what: may try a clean install of MX16 some time.

It would help us eliminate one possible factor for sure.

This with a newly installed MX1632 from May snapshot; pristine except gpsd, gpsd-clients,libgps21 and python-gps added:-
