Is there another application apart from a web browser that will open .html files? I hope that is not a stupid question!
There are editors, but that is not what you want.

I don't understand why changing the default application doesn't work for you. It does here with MX.17/18.

1) Can you post the contents of the file ~/.config/mimeapps.list
2) If you create a new user, and make the change in default app for html, does it work then?

Please try this:
Open Firefox Profile Manager:
Close all running firefox window.
Press [Alt]+[F2] ( i.e. hold left [Alt]-key and hit [F2]-key ) type in the field shown:

firefox -p
Within the now opened Firefox-Profile Manager click on "Create Profile"
Enter a new profile name, e.g. "vanilla"
Tick off "Use the selected profile without asking at startup"

Click on Start Firefox to open firefox with this just freshly created profile.
Now try to open an example html file for testing within "vanilla" firefox
by "Open File" (Key-shortcut: [Ctrl]-O).
E.g. you can use this html-file:

file:///usr/share/doc/libgnomevfs2-common/html/index.html
If this html file (or any other html-file) will open in this new "vanilla"
firefox-profile, it might indicate that your other existing "default" firefox profile
is broken.

Don't know if the OP is still reading this thread,
but it seems to me that his upgraded MX17.1->MX18
is broken, for sure with Firefox.

Like others, I have Firefox v64.0.2 (64-bit) and it opens
html files where-ever they happen to be.

Only time I've had problems is forgetting about NoScript.
Thinkpad T430 & Dell Latitude E7450, both with MX-21.3.1
kernal 5.10.0-26-amd64 x86_64; Xfce-4.18.0; 8 GB RAM
Intel Core i5-3380M, Graphics, Audio, Video; & SSDs.

Yup, the theory that 64.0.2 has disabled it is so easily tested.

I have closed this post. The problem was "worked around" by using an older version of firefox, sorry I cannot recall which version. This was not really a viable/secure outcome and sadly the person I was trying to help went back to W10 as there was no problem using the MS browser! What a failure I am :bawling:
