debian Buster will probably ship Bash v4.4.18 and from its changelog debian 4.4.18-13, compared to 4.4-5 seen in Stretch, I noticed only 2 interesting :contract: changes:

/etc/bash.bashrc: Don't overwrite PS1 if SUDO_PS1 is set

skel.profile: Add $HOME/.local/bin if it exists
