CPU speed problem

Hello,

I use MX since a few months now, and I'm very satisfied. Now, I realize the system is running the CPU on mimimum freq.
I changed settings in the BIOS > nothing happened.
I was looking for help in the forum, then I found indicator-cpufreq. I installed, and have the possibilities to make changes on the panel menu, but none of them affects the speed of the CPU.
The indicator shows 1.00GHz, 1,33GHz (Turbo mode), 1,67GHz (Turbo mode).
The system runs like this since the first install, so it's a problem since the beginning.

How are you monitoring your realtime CPU speed? You can add the "CPU Frequency Monitor" item to the panel to do that.
Most of the tools report only the base speed of a modern CPU, not the turbo modes, but the monitor will show the actual speeds.

We also have tlp installed by default, which could be limiting the turbo speed of a CPU on AC or battery. We have a GUI for its settings in the test repo called "tlpui".

I simply changed Conky to show MHz instead of just percentages. Then I saw the cpu is running only 997MHz up to 100% sometimes for 5 minutes or more.

I installed tlpui, changed values, so it should be ok now, but it is sill not working. The statistics of tlpui shows the avaiable freqs of 1GHz, 1,33GHz and 1,66GHz, altough scalling_max_freq is still at 1GHz.
I added "CPU Frequency Monitor" to the panel. There's also only 997MHz.

What about CPU_BOOST_ON_AC? Is that enabled? You can run "sudo tlp-stat" and post that in code tags so we can see your tlp status.

If you install indicator-cpufreq and run it from the terminal, you'll get a little CPU widget in the taskbar. With the default kernel, you'll only get Performance and Powersave options, but if you boot with the option "intel_pstate=disable", the kernel will fall back to cpufreq, and you should see a lot more options. Do you see any for the turbo mode or higher frequencies?

So far I see Idon't have the intel_pstate.
When I installed indicator-cpufreq there were by default options like powersave, balanced, performance and so, plus the three options of fixed freqs (1Hz, 1.33GHz, 1,66GHz). Sadly it makes no difference which one is marked, the cpu stands all the time at 997MHz.
